What is the process to develop an economic policy that provides services and sustainability?

Most of the U.S. GDP is created in the service industries, which include, above all, education, health, science, finance, trade, and various professional and personal services, transport and communications, service to government agencies. More than two centuries of the United States as their country's foreign trade and global economic policies have dramatically changed its focus.
